Looking at the armour (again not got the book on me so definately check this one) but I think you can only take 2x strength in either Impact or Ballistic armour before you start accumulating encumberance penalties. Also investing a point or two in Dodge might be an idea, your Edge is a bit low as well. I've not got the book on hand but you might want to check the availability rating of your armour and the ADPS rounds 12 is the max you can use at character creation.

I think that having the two pistols is a little pointless without the ambidexterity quality (or you'll be on crazy penalties for using both).
